BB&A was retained to provide Phase I and Phase II engineering services for the reconstruction of I-80 from US 30 to Ridge Road in Will & Grundy Counties. I-80 is a major cross county east-west corridor and one of the few that goes coast to coast. Built in the mid 1960’s this 15 miles that runs through the heart of Joliet contains 7 interchanges and over forty bridges including the trusses that span the Des Plaines river. Significant intermodal tuck traffic as well as commercial development and regional growth has created a corridor that is under capacity, along with its age and significant truck traffic safety and operation concerns currently exist.

The Phase I study is broken into two parts – a long-term improvement study that follows the Context Sensitive Solutions (CSS) process that will look to fully reconstruct and upgrade the corridor for 2040 design criteria. This long-term study follows the NEPA Environmental Assessment process.

Since the timeframe and funding of the long-term improvement are unknown, an additional interim improvement study is also being conducted, the goal of which is to rebuild deficient elements sooner that will be compatible with the long-term improvement plan. The Interim Phase I study meets the requirements of a Categorical Exclusion – Group II and will follow 3R criteria.

The team will also develop final plans for elements identified in the approved interim Phase I Report. The final plans will be developed in multiple contract packages based on funding availability and construction staging within the corridor.
